Abstract
Through the Declaration of Astana, primary health care (PHC) was reaffirmed as a cornerstone for universal health coverage achievement and health-related sustainable development goals. Furthermore, commitments to “make bold political choices for health across all sectors,” “build sustainable PHC,” “empower individuals and communities,” and “align stakeholder support to national policies, strategies, and plans” were made. PHC involves a whole-society approach to health that equitably maximizes the distribution of health and well-being by bringing together the following three interrelated and complementary components: integrated health services with a focus on primary care and public health functions, multisectoral policies and actions, and empowerment of people and communities. The goal of strengthening PHC is “health for all”; therefore, countries should be
able to track how decisions, actions, and investments related to PHC are addressing issues and making progress toward the desired results. Moreover, the 14th lever of the operational framework for PHC states that “monitoring, evaluation, and review of health progress and performance are essential to ensure that priority actions and decisions are implemented as planned against agreed objectives and targets.” “PHC measurement framework and indicators: monitoring health system through a primary health care” supports the efforts of member states in strengthening capacities for tracking, assessing, and monitoring PHC. The PHC monitoring conceptual framework organizes the three key components and 14 levers of action for PHC into a results chain for effective PHC measurement and monitoring. Member states are encouraged to establish their targets for PHC based on individual baselines and intended trajectories.
